Trade Facilitation
Cooperation in customs, immigration, quarantine, and security (CIQS) is integral to BIMP-EAGA’s goal of becoming a unified production hub that is deeply integrated into the regional and global economy. Over the years, the subregion has made progress in streamlining CIQS rules, regulations, and procedures to boost the efficiency of its trading systems. At the same time, the subregional cooperation program has sought to strike a balance between easing the cross-border flow of goods and people and augmenting border control measures.
The Trade Facilitation Cluster aims to facilitate a seamless, safe, secure, resilient, and sustainable cross-border movement of people, goods, and services across BIMP-EAGA that is faster, cheaper, and more efficient—enabled by streamlined (harmonized) CIQS procedures, digitalization, and aligned with ASEAN and international standards.

Strategic Priorities
1. Optimize cross-border processes and systems to facilitate movement of goods, people, and services.
2. Streamline quarantine procedures without compromising safety and enhance pandemic preparedness.
3. Bolster security and sustainability through cooperation and digitally enabled risk management.
4. Development and enhancement of CIQS infrastructure and facilities.
